How to enter the record
The Concord begins with peace.
It names what is protected, the work entrusted to government, and the ways public power may be reviewed and corrected. Read it through the stories, through the Paramore—Choptank’s Paramount Rights—or from beginning to end.
The Preamble
Four statements set the ground.
Peace, inherent rights, continuity of government, and limits that no office or outside power may erase.
Fifteen accounts
The stories remember why.
Each story places a Paramore beside an event, a place, a decision, or a remembered relationship. The exact statement of the Paramount Right remains beside it.
Choptank’s Paramount Rights
The Paramore
Each Paramore carries a true right or relationship at the highest level of Choptank law. Together, the Paramore are the Paramount.

The First Paramore also names the right and civic obligation to act through care, truth, correction, and preservation.
Each Paramore is Paramount because of the truth it carries, not because the Chief creates it.
The Paramount is not a separate right above them. The Paramore that follow are the Paramount.
The Chief acts through it to recognize, protect, interpret, apply, and secure the Paramore in government.
The Chief Paramounts through Paramount Authority; the act does not create the underlying right.
A Talak may examine the truth, meaning, harm, and correction brought forward through Paramore.

The relation among the Paramore
The Paramore form the Paramount.
Each Paramore carries a true right or relationship. Together they are the Paramount, and no one may be enlarged into authority to erase another person, another community, future generations, or the living world they share.
